Staff from the Pacific Business Group on Health (PBGH) manage the day-to-day operations of CHPI. Founded in 1989, PBGH is one of the nation’s leading non-profit business coalitions focused on healthcare. PBGH works on many fronts to improve the quality and affordability of healthcare, often in close partnership with health insurance plans, physician groups, consumer organizations, and others concerned about our healthcare system.
Rachel Brodie
Rachel DuPré Brodie is Director of the Performance Information programs at PBGH. She manages the California Healthcare Performance Information System (CHPI), a statewide health plan data collection, measurement, and reporting initiative (multi-payer claims database) to report physician clinical performance. She also oversees the Patient Assessment Survey (PAS) which annually measures patient-reported experience at the medical group level. Both initiatives advance one of PBGH’s key strategies to accelerate transparency by publicly reporting healthcare ratings, educating the public about healthcare value, supporting consumer choice, and helping to drive improvement in healthcare. Rachel also manages the PBGH Health Plan Chooser, which is designed to help consumers evaluate health plan cost and quality.
Previously, Rachel managed the California Joint Replacement Registry, a statewide initiative to collect and report scientifically valid data on the results of hip and knee replacement surgeries, including device safety and effectiveness, post-operative complication and revision rates, and patient-reported outcomes. Rachel also worked with the California Office of the Patient Advocate to develop its consumer quality report card, and contributed to the PBGH Consumer Tools Assessment, which reviewed web-based consumer decision support tools. She also managed the health plan performance measures negotiations and risk adjustment modeling for the former PBGH Negotiating Alliance.
Rachel received a Bachelor of Arts from Princeton University.
Pete Sikora
As Senior Manager, Pete leads the development of the California Healthcare Performance Information System, one of the first physician-level quality rating systems in the country. In addition, Pete manages the PBGH Health Plan Chooser, a website that enables consumers to compare the cost, quality, coverage, and services between health plans.
Pete has worked at PBGH since 2008 on projects that aim to help consumers make more informed decisions about their healthcare.
Pete holds a BA in Economics from Wesleyan University, and is currently completing an MBA at the UC Berkeley Haas School of Business.
Emily London
Emily London is a Senior Manager at the Pacific Business Group on Health. She currently manages the Patient Assessment Survey (PAS) and communications for the Multi-Payer Claims Database (MPCD) project.
Previously at PBGH, she worked on the Intensive Outpatient Care Program (IOCP), a Medicare-funded initiative to improve care coordination for high-risk patients. As part of the Program Management Office (PMO), Emily coached medical groups and health plans on strategic planning, tactical implementation, and staff training.
Prior to joining PBGH in 2012, Emily worked to improve population health within a variety of managed care, consulting, and academic organizations. She has worked with Mercer, Stanford University, UCSF, OptumHealth, and the California Quality Collaborative.
Emily received a Bachelor of Arts in Honors Psychology and Honors Gender/Feminist Studies from Pitzer College, a member of the Claremont Colleges. She is also a certified Project Management Professional (PMP), and is certified in Lean Process Improvement and Change Management.
Kristy Thornton
Kristy Thornton is Senior Manager at the Pacific Business Group on Health. Kristy has over a decade of experience in healthcare performance measurement and transparency with expertise in claims data, ambulatory performance measurement and non-profit governance. Kristy’s work on CHPI focuses on developing the CHPI data intake, measurement and reporting methodologies. Kristy implemented a standard claims data intake process for the CHPI health plans, and designed the CHPI implementation of total resource use.
Previously at PBGH, Kristy led the Center for Healthcare Transparency (CHT). CHT’s purpose is to make meaningful and reliable provider cost information readily available for 50% of the US by 2020. Kristy’s work included developing the CHPI measure dashboard, and overseeing innovation pilot projects to test novel methodological approaches to making high value performance information available to the public. Kristy has presented nationally on issues in transparency, and serves as the PBGH representative to the Integrated Healthcare Association Technical Measurement Committee.
Prior to joining PBGH in 2010, Kristy was with Med-Vantage (now IMS Health). There she developed, tested and certified National Committee for Quality Assurance (NQCA) Healthcare Effectiveness Data and Information Set (HEDIS) measures and as well as managed clinical content for an enhanced healthcare provider search solution.
Kristy received her Bachelor of Science in Biology from Tufts University. She will complete her Master’s Degree in Public Administration with an emphasis in Health Services Administration at the University of San Francisco in fall 2016.
Melanie Mascarenhas
Melanie is a Project Coordinator at PBGH for the California Health Information System (CHPI) working to create a quality-rating mechanism for physicians and health providers. She also contributes to the Patient Assessment Survey and the Health Plan Chooser.
Previously, Melanie has performed research for the Interdisciplinary Center for Healthy Workplaces and served as a health navigator for the Oakland branch of the International Rescue Committee.
Melanie holds a Bachelor’s degree in Public Health from UC Berkeley.
